Measure I would create a San Francisco-Brisbane Municipal Utility District--a special district government agency that has the authority, under state law, to set up and operate a public power system.

A MUD is governed by a democratically elected board of directors, who are accountable to the consumers the MUD serves.

Establishing an independent MUD provides us with an opportunity to move
toward a system of clean energy generation while ensuring that our
electricity rates are lower than what P.G.&E charges. The Sacramento Municipal Utility District (SMUD), for example, has been
providing inexpensive, reliable electricity to that county's customers for
over 50 years.

Ward One of five -- A City-wide election:

All San Francisco and Brisbane voters will be electing five directors to run the newly formed Municipal Utility District (M.U.D.). While candidates are divided into wards based on which neighborhood each candidate lives, all voters will have the opportunity to vote for one candidate in each of the five wards. In other words, no matter where you live in San Francisco (or Brisbane), you can vote for Dan Kalb in ward one.
