History of 

Random Legislature

In Spring of 1975 I wrote a paper proposing the random selection of legislators. The paper was published in the CoEvolution Quarterly in Fall of 1975. Available here in pdf format.

In 1979, with Robert Gnaizda, I submitted an op-ed on the subject to the Los Angeles Times which was published on June 8^th.

In 1985 I co-authored a book A Citzen Legislature with Ernest Callenbach. The book has been online since the mid 1990s.

In roughly 1987, I coordinated a test random legislature in Berkeley with 50 citizens and the help of several friends, including Ernest Callenbach.
