Entry-level participation requires significantly less skill and training than sailing, windsurfing or kayaking, and is accessible to all ages and abilities. Activities like this hold the greatest promise for bringing affordable water-related recreation to the West Berkeley community. Non-motorized boating also develops a strong environmental constituency for protection of the Bay and the shoreline. Yet the only opposition to facilities for kayaks, canoes and small sailboats in the Marina Plan has come from the Sierra Club.
