Oil containment booms deployed in the South Sailing Basin so that various solvents can be tested for their effectiveness at removing residual fuel oil from rocks. The solvents are themselves toxic, but are more easily skimmed off the water than fuel oil alone.
It's a curious choice of locations for the test: Immediately adjacent to the Shorebird Nature Center tidepool habitat preserve, and right across the path from two popular playgrounds.
