Cairns Port Authority deployed a strategy for the land and water within its juridiction to facillitate and encourage development to meet the needs of the Authority, the City of Cairns, port users, stakeholders, residents and vistors.

Activities included determining-

Appropriate mix of uses consistent with market demand, financial feasibility, and the principles of ecological sustainability and urban design.

Optimisation of spatial arrangements for marine and land based uses.

Minimising risk and encorage private sector participation.
