The Western Australian Government commissioned a tourism potential assessment of the North West Cape, one of Australia's most remote and environmentally significant land and seascapes.

The study covered over 2000 square kilometres and 350 kilometres of coastline. The marine component covered Exmouth Gulf and Ningaloo Reef. A multi disciplinary team comprising, land economists, tourism experts, environmental scientists, engineers, geomorphologists and others investigated 102 sites by land sea and air over a 9 month period.

The final report provided a comprehensive basis for key policy decisions covering topics such as:

Maximum and minimum carrying capacity, staging and approval process, environmental management, eco tourism, development exclusion zones, implementation structure, expansion of national park reserves.
