Joe Quigley is
a researcher, educator and consultant, and has enjoyed a professional career
of more than three decades in the field of international and multi-national
organizational design, development and systems/network integration.
He is a pioneer in the Knowledge Engineering Industry, the originator
of "Organic" organizational design, and an innovator in the creation and
deployment of expert systems for sustainable human, environmental, and
organizational development.
He is founder, chairman and executive director of the Knowledge
Engineering Research Institute, as well as chairman and president of
Knowledge
Base Systems, and sits on the boards of several development organizations
including the
Sacred
Mountain Healing Center.
He is the creator and author of an expert system for monitoring the
environmental impact of nuclear power
generation. This expert system was relied upon by the NRC during the
Three
Mile Island accident in March, 1979, and is currently the primary nuclear
power environmental monitoring system used in the United States and Russia.
In the early part of 1996 Quigley teamed up with Mark
Graham, founder of PeaceNet and
the SovAm Teleport,
in the organizational and network re-structuring of The
WELL, hooked.net, and Whole
Earth Networks.
His educational background includes electrical, software, and network
engineering,as well as ontology, biology, linguistics, cultural anthropology,
military history, strategy, and leadership.

Project Manager, Automated Y2K Remediation and Independent Verification
and Validation Services
Responsible for managing and coordinating international Y2K remediation
and IV&V projects. Clients included
Federal and State government agencies, US military services, and Fortune
500 financial services companies. Worked with a variety of tools and with
remediation factories located in US, Israel, and South Africa. Languages
included Assembler, COBOL, FORTRAN, ADA, JOVIAL, IDEAL, PL/1 and C.

Responsible for resolving server and desktop integration issues involved
with migration from Windows For Workgroups 3.11 to Windows 95. Responsible
for developing deployment strategy and rollout of PeopleSoft FIS and HRMS,
and Maximo, which are Oracle based client/server applications as well as
the following standalone applications - Scheduler Plus, VISTA, Calendar
Creator Plus, PC Gifts, Gifts For Windows and ArcList.
Consulting Systems Engineer, Concord Technology Center, BASE (BofA Systems
Engineering), LAN Platform Integration Team. The LAN Platform Integration
Team is responsible for the certification of client/server applications
prior to their deployment on the 1,700 File Server LAN/WAN. Certified and
deployed two national rollouts of the Cash Management Automation FileNet
application.
Organizational Designer, reported to Chairman, President and CEO.
Established the Field Support Center within the Information Services organization
of this publicly-traded telemanagement industry leader. Designed and directed
the setup and rollout of the Branch Automation Project (PC/LAN platforms
in 20 branch offices throughout the country that included contact management,
presentation graphics, word-processing, and remote support from a centralized
headquarters facility).
Consultant, IBM Corporation, Bethesda, MD Consulted to IBM's Education
Industry Development Group. Co-founded and served as chairman and then
as a director of the Education Industry's EPIC Users Group. Reference

Employed by the IBM Corporation as part of the Advanced Administrative
Systems (AAS) team that was chartered to design and implement the computerization
of the Data Processing Division's internal Management Information Systems.
Started as a unit record machine operator, then computer operator and programmer
and eventually promoted to being one of two system / programmer analysts
at DPD headquarters responsible for the Accounts Receivable function. Received
"IBM Means Service" Award in 1966.
Trained and coached executives, directors, managers and staff of several
multinational business units, including Monsanto Agricultural Co., Monsanto
Chemical Co., Fisher Controls International, G.D. Searle Co., and Nutrasweet
Co. in the areas of organizational design, team building, productivity,
effective communications and other "fast-track" development courses, including
"Executive Excellence" (Participants in the Executive Succession Planning
Program), "Mastery of Leadership" (Managers), and "Breakthrough Communications"
