The best way to make sure your document is read by all the Commissioners without getting lost in the monthly meeting packet is to communicate with each commissioner individually.
Use the comma delimited email list to paste the distribution list into your email program.
Note that the Brown Act prohibits a majority of Commissioners from engaging in an email discussion involving any substantive policy issue. However, the public is always free to email the list of all commissioners.
