For reasons unclear, Hornblower Cruises and Events has BCDC approval for a permanently moored commercial houseboat in the Berkeley Marina. The floating structure is used for food preparation and storage to support the fleet of five dinner cruise and banquet vessels berthed in Berkeley.

Due to a loophole in the City's lease with the DoubleTree Hotel, Hornblower's floating restaurants escape the usual Marina fees that apply to other restaurants on the waterfront.
